Para defender a la población de los malhechores, delincuentes, gente de mal vivir, etc., está organizado un excelente servicio de policía. A cada sección corresponde una comisaría a cargo de un comisario, quien tiene a sus órdenes oficiales, cabos, agentes, etc. (...)
Además de ese servicio de vigilancia, la policía dirige el tráfico (...). Cualquiera que observe el intenso tráfico de vehículos en una de las esquinas centrales de la ciudad, se dará cuenta fácilmente del trabajo ímprobo que realiza el agente de tránsito (...).
Debe tener el oído y la mirada atenta a todos los detalles y señalar el movimiento de los vehículos con paciencia y energía.

To defend the population of the criminals, delinquents, underworld people , etc., an excellent service of police is organized. For each section corresponds a precinct in charge of a commissioner, who has to his orders, officers, agents, etc. (...)
Besides that service of protection, the police directs the traffic (...). Anyone who observes the intense traffic of vehicles in one of the central corners of the city, will easily realize of the hard work that the agent of traffic carries out (...).
He must have the ear and the attentive look to all the details and toindicate the movement of the vehicles with patience and energy.
